You apply to the Province of Birth. If she was born in Ontario, then Ministry of Government Services. (Most other Provinces it is called Vital Statistics if you do have to look elsewhere.)

You can start the process online at this link. Applying online says it takes 3 weeks. Or at any Government Information Centre. Like at - 880 Bay St. Toronto

A certificate of live birth is usually issued for children who were not born in hospitals. When a child is delivered at home, the parents often do not register the birth the same day. On the Obama certificate, it clearly says that it was registered 4 days after he was born. We do not know where Obama was born precisely. But 4 days later, his mother told a state official that he was born in Honolulu. It is possible that he could have been transported back to Hawaii in the first 4 days of his life after being born in Kenya. But you would have a hard time proving it.

Birth Certificates are currently processed in Thunder Bay, not Toronto. Have you tried calling the Canadian Embassy? They should be able to direct you. Depending on how soon you need it, I would start the procedures now,it will probably take up to 8 weeks to get it.
