If it's gotten to the point that you cannot get out without touching his car, it's a "blocking" situation, and you can call in police and/or local parking authority. They will arrive with tow truck following, verify that it is really blocking, and remove the car. The owner will get the tow charge plus other misc. charges. (And the cost of illegal parking ticket)

Call the non-emergency number (sometimes, it's 311) and ask for the number of traffic and parking enforcement.

Is your driveway so small that it actually matters? Because if it's a huge driveway and you still have plenty of room, I would say just sacrifice it for the friendship of your neighbors. But if it is actually blocking your way, you need to go ahead and take care of it. Ask them again, tell them it's blocking you, and THEN, as a last resort, call and complain to the police.

Call the police and complain; they'll be either told to move it or they'll get a ticket. Either way, the neighbors probably will not ever talk to you again, but ..hey! if they're that inconsiderate of you, who needs them anyhow?

Buy wooden lattice at home depot. Its not perm and you can stake it in when they finally move it. It has to be posted on your land.
