Most people who use image editing and graphics programs don't need all the power and bells and whistles of Photoshop.

I would recommend starting with Paintshop Pro or Photoshop Elements, each $100, most likely you will get long use out of either one. Should the time come that you need Photoshop, you will be ready and willing to spend what it costs.

I suppose so, if you get an older version.

I would try gimp, it is free and has plenty of features.

There are other ways, downloading a cracked copy, but it is illegal.

If you are using for an educational purpose, you might be able to find it cheaper on http://academicsuperstore.com

Also, if you want a free alternative, try GIMP (http://www.gimp.org )

They would be illegal, just so you know...

Try a torrent site (I suggest IsoHunt).
If you do not have a bittorrent program, you will need one first.
I suggest Azureus.
