I am willing to spend some money, but if there is a open source or free program than that is even better. I want to be able to export audio as many formats, including MIDI.

My favorite straight audio editor is Audacity. Free, open source, and one of the best programs out there. If you're looking for a sequencer as well, try the demo of Fruity loops. It's not the best, but it's close to the full version and a lot of fun to mess with. For a professional sequencer, your best bet is Reason.

MIDI and WAV are completely different animals. You need different programs for different uses.

Pure sound editing -- free: Audacity pay: Sony SoundForge

Loop Music Sequencing -- cheap: FL Studio (i.e. Fruity Loops), pay: Sony ACID Studio

MIDI Sequencing -- pay: Cakewalk has a full series of programs from relatively cheap to full pro, even support MIDI keyboards with USB adapters.
