can you transfer video footage to your Computer using a usb cable on camcorders.

Yes, that's generally the only purpose behind including USB support with digital cameras or camcorders. If it's a tape-based camcorder, you'll probably need to find a different way to input the signal, and have a means of recording it to a digital file format.

On some camcorders, the USB port is only for transferring photos that can be taken with some camcorders (some Panasonic camcorders do this, for example). Video is transferred via FireWire (iLink/IEEE1394).

On some, it will allow video transport via USB, though.
