LA wants you to pay for records of vital stats, as I understand it. While to genealogy researchers that's a big pain in the butt, given the scams that are still being pulled off exploiting victims that's probably the luckiest dumb thing LA has done.
SSDI is a fee service but you can look at their index for basics.
If the information you NEED is historical then you should take a look at the free online trees at ancestry.com and check out familysearch.org. A couple lesser sites where you may get lucky are genforum and gencircles.com.
Best of all, simply ask your family about your family member.

Louisiana will not allow its vital records to be published on line as they state it cuts into the revenue of the parishes and the state. You might look at the Louisiana GenWeb site and the parish you are interested in. It might tell you where to search for various records.
