Yes you can. If you are sitting in a car with the sun shining on you through the window, you will,eventually, get tanned. The same will happen through normal window glass... Of course the glass gives a little protection, so you will probably never get sunburned, or as tanned as if you were outside..

It depends on the glass some types filter out much of the UV others don't. Most domestic double glazing will for example filter out most of it.
