in this case its 1 of my feet. its pretty swollen particularily the ankle.

Absolutely. The body is trying to repair the damage that has been done to your skin. Try steeping some regular tea bags in water (put in a bowl) and then throwing in some ice in the bowl. When it is nice and chilled, soak some paper towels in the tea and apply to the sunburn. That should help with the swelling and the pain.
Additionally, check to see if your ankle(s) swell anyway - it might be the heat. Try cutting down on sodium (salt) - you might be retaining water.
When in doubt, check with your physician.

yes it can. your feet get poor circulation anyway so you will need to keep your foot elevated as much as possible for the next three days or so and if possible keep an ice pack on it to help the swelling go down. WEAR SUNSCREEN!!!

not neccessarily, but it can blister which is like swelling. sunburn is total destruction of the skin layers caused by the heat so it is possible!

i think it can under certain circumstances, but there is likely to be other contributing factors
