Any tattoo artist worthy of inking you would be more than glad to tattoo whatever you draw up, or help you come up with something.

You can always have the artist do any design that you want.
The designs you see on the walls at a studio; the ones that you can pick from; are called flash designs, and they usually run a set price. However, if you bring in a picture, this is called a custom design - and be prepared to pay more. Most nice studios will charge about $140 an hour for a custom design, sometimes including the time it takes to draw up a draft of a final design.

Yes, you can absolutely get that done - in fact, that's the best thing to do. Take your own ideas in there and have something original done. My last tattoo I took a couple of pictures/drawings in and gave him an idea of what I wanted, then let him come up with the final design.

They should be able to do the picture you want. But I wouldnt go in there set on that. A good tattoo artist would hopefully try to design one off your design. They have a very creative mind when it comes to that.

it depends on what shop you go to. the MOST important thing you can do when searching for a tattoo artist is to find one with an impressive portfolio. if you go to a custom tattoo artist they should be able to create a tattoo out of almost any picture.

I have either drawn or taken pictures of ideas I wanted and every artist I have ever been to has been willing to draw what I want from my ideas.
This makes it a more personal tattoo, something that will have more meaning to you
