It simply means rules based on experience or sound judgment. Generally reliable method: any practical, though not entirely accurate, method that can be relied on for an acceptable result. For exampe, its a rule of thumb in the Internet not to disclose real names and exact locations.

'Rule of Thumb' simply means taking an average estimate without using a recognised measuring/calculation system to come to the result.

One example is when cooking a meal according to a recipe. If you are required to add 500ml of water to the ingredients and do so without using a measuring jug, but have a good idea as to how much it would be and therefore pour directly from the tap/faucet ...then you have used the thumb rule.
Or
If someone asks how far it is to the nearest bus station, and you answer that it is about 1km away, then you have used the thumb rule in terms of the distance.

"Rule" in this expression means ruler, not regulation or law. In other words, a measurement using the thumb, as we have all seen artists using their thumb to gauge perspective. It has nothing to do with wife beating. It just means a rough estimate.

Today it just means a general rule.

Way back when, though, it was a rule that you couldn't beat your wife with a stick any bigger around than your thumb. Pretty sick, huh?

You can't beat your wife with anything larger/ thicker than your thumb. Oh, it also means a good rule to follow.

I've heard that it stems from on old law, stating that a man may punish his wife with a rod no larger than his thumb.
