Depends on who "owns" the road. Some are federal. some are state, some are county, sone are city. Use the "route number" to determine who owns it and maintains it

If you are talking about the England and Wales, the Department of Transport for motorways and trunk ('A') roads. Depends where the sign is if its within the town it would be the local council,If you mean dual carriageway or motorway it would be highway dept.
