There are plenty of dogs that are small and such dogs obviously eat less and need less excersie than a large dog.
However, it is the "not much bother" bit that may be a problem. What do you consider as "bother"? If the dog suddenly takes ill and has to be taken to the vet in a hurry is that too much bother? If he needs a bath because he's rolled in poo too much bother? Is having to buy him special food because it turns out he has some unusual dietary requirement too much bother? Is making sure he is socialised with other animals too much bother?
Also, even though you could get a cheap dog, or even one for free, you have to keep in mind that vets bills can be pricey and you will have no choice but to pay them if he ever needs treatment, and you always have to assume that he will at some point.
You have to consider all these points, and probably more besides (I've just listed the ones that spring immediately to mind). If you consider that you would not be prepared to do what's best for the dog in any of these circumstances, then a dog, or for that matter, a pet of any sort, probably isn't right for you.
I have a stuffed orangutang called Salvador who is considerably less "bother" than any of my pets. Maybe something like that would be more suitable....?

Sorry - can't help.
All dogs irrespective of size need attention. Even the toy breeds need to be fed two or three times a day, groomed regularly and exercised properly.
Buying a dog 'on the cheap' isn't a good idea - in the UK a good pedigree dog will cost in excess of £200 to £300. So-called pedigree dogs being offered for less will either be poorly bred or badly reared and probably both. Buying dogs from doubtful sources can lead to expensive Vet bills as many such dogs come with health problems.
In any event owning a dog can be expensive as they need to be inoculated, wormed and neutered. Worming and flea treatment need to be done regularly and owners should either insure their pets against or budget for unexpected Vet bills.
Small dogs, particularly the terrier types can be very active, feisty animals and not always suitable for an elderly person.
You need to think carefully about whether a dog is the right pet for someone who is elderly and not very mobile.

all dogs need walked & fed.
If this dog is for an elderly person then you should get an elderly dog.
There are pleanty of shelters out there. They still need fed of course! unless you get a stuffed animal as every one has already mentioned. An elderly dog will be chillded out & not as hyper. there are pleanty of small dogs out there as I have described that would be quite happy wandering around an enclosed garden as long it is big enough ( you would not like to put in a hampster cage for a bit of daily exercise neither would a dog)
As you have not listed the area you are from I cannot give you a list of shelters in you area. But as I have suggested before there are dogs (small & large) out there that have been with there family, there family has had do give up either through death no longer wanted all sorts of excuses but please make sure the animal IS wanted & not going back to a shelter after a week, If you are wanting a dog you must choose the correct dog for the elderly person, not just cause it is cute & remember it COULD need house trained & if you are not prepared to do that WITHOUT shouting/hitting etc then I suggest not to get one.

A chihuahua. But it needs to be fed and exercised. It is the world's tiniest dog. You can never get a live dog which does not eat food and does not walk. If you want all your conditions to be fulfilled, then go and buy youself a stuffed dog or a robo dog that runs on batteries.
If you want a quiet dog then get a pug. But this should also be fed and a bit exercised.

Although dogs can be great family pets or just a single companion, size matters only on the food issue. all dogs need love and attention all of the time. Also being a dog owner myself, all breeds require at least 3 hours of walks/exercising a day preferably space out over the day. In my opinion you shouldn't even be thinking about getting a dog, you dont sound commited enough.

i think that the breed/s of dog that u are looking for are maltese x shih tzu, silky terrier, jack russel, pomeranian, chihuahua, cavilier king charles spaniel or u culd try an animal shelter or look in the paper there culd b a older dog for sale, if this dog is for an ederly person your better off getting a mature dog and not a puppy. Also dogs need love and attention just as much as we do and if you have to hire a dog walker coz there are a lot of businesses now. you culd even try dogmatch.com.au there are plenty of dogs needing homes throught the world its jus a matter of weather u have the time to put in.
Beagles are one of my favourite breeds of dog and if ur looking for a quiet, loving and friendly dog then a beagle is for u.
Or you could ask your local vet but every dog needs at least a 30 min walk each day!!
A dog can't be cast off to the sidelines as if it doesn't exist they need a lot of attention and care really dogs can be just lyk children so if yuor not going to take good care of a dog properly then i suggest sticking to nothing.

Since you are looking for a dog suitable for an elderly person why not go to the animal shelter and have a look at the older small lap dogs. The shelters are full of them. They are cheap, come vacc and normally desexed. The attendants will be able to help you with a quieter natured dog.
Good Luck.

Most dogs need to be walked and fed several times a day! If you are looking for an animal that is more independent, try a cat!

A Chihuahua, but like all dogs they need attention. They may not need to be "fed much and doesnt need to be walked much" but like any dog especially that will fit into the other catagories they need loads of attention.
I'm not sure you are ready for a dog though as it seems like it's going to be more bother than please for you.
A cat may work better for you.
