Too many variables - number of rivets, shape of gusset if used, size, shape, and number of welds, strength of materials.
Usually these are not a trade off - pop rivets are used where welding is not suitable or where cold, single sides connections are needed.

welded connection is preferred over reveted one for strength . Ofcourse , weld quality is to be ensured by proper quality control technique e.g joint preparation, soundness of weld by NDT technics. WELD JOINTS CAN GIVE STRENGTH EQUIVALENT TO ORIGINAL METAL which pop revets can not. The pop revet connecton has limited quality control assurance . .

i would say welded because they allow a moment which allows weights on the steel to bend, without actually bending the steel...until a certain weight that is
