The problem seems to be that he doesn't know what he's doing or even how to explain the fault, let alone trace it!!

The problem could be that you can't read or write in which case you may want to take booster classes to get to speed with your literacy and numeracy.

You can get any certificates you want provided you pay for it. Birkbeck College, University of London has started selling certificates in foundation courses because they are short of government funding and so the lecturers decided to sell qualifications to save their own jobs!!
