The internal IP Address is set by you in your network card, the external IP address is assigned by your Internet Service Provider so no freeware needed.

Don't you think it is time to get rid of 98. That is so outdated that I am surprised you can even do anything with it.

You have to request a change in the address and most likely have to pay for the change.

ip your ip DYNAMIC you can change easy with ;
start -> run -> type cmd -> and type ipconfig /renew -> press enter.
if you ip is STATIC you cant change your IP address, you have to use proxy for enter web pages with different ip address.
