If you want to change the extension of a file, just rename it (in Explorer, select the file, hit F2 to rename). Explorer will ask you to confirm.
This does not actually change the file, merely the filename. For example, if you rename a JPG to a DOC, the picture won't automagically convert itself to a MS Word document. You'll simply get an error that the file cannot be opened.
If you actually want to convert a file from one format to another, you'll have to tell us from what to what, as there are way too many file formats out there.
