why does the mayor of los angeles have to make his speech in spanish when he already made it in english?

i would say at the least bilingual.
so where was the translation for the vietnamese , chinese, german and russians?

California is a foreign country like Canada which speaks French and English. Think of Los Angeles as comparable to Quebec. Northern California's Berkeley in what they call the Bay Area doesn't speak as much Spanish because of it's smaller size, but it is quite like Cuba; under Communist dictatorship. LOL.

The current Mayor is Antonio Villaraigosa; he is the 52nd Mayor of Los Angeles. His speeches are in English and Spanish because most of his constituents are American-Mexicans.

Because he wants to be reelected in a city with a huge Spanish speaking population.
