GOD is talking about HIS Children who choose to Walk in Holiness with HIM.
You can go to Heaven and never have Walked in Holiness.
It is the High Life.
Holiness!
Walking in the Power of GOD Almighty.
Few (Children of GOD,on their way to Heaven) Choose to walk in Holiness, and Very Few are able to do it and Maintain it.

This is talking about God's followers....many are called..they want to serve him..but they fall short somehow....and God rejects them.
