injury was 12 days ago, stitches out 3 days, saw what looked like flesh when stitches were placed still looks the same but only in that spot. (the rest is healed) this spot still bleeding a little bit even.

I would at least call the doc and ask him/her about it. You may need something stronger than neosporin to put on it---

treat it like an open wound, cover it up.
put neosporin or aloe vera plant on it and keep covered during the day, air out at night

your best bet would be to leave it alone other than to treat it with antiseptic and it should heal right up.

dont play with it, just leave it to heal, and keep it clean and dry
