Oh no where near! First off World War II was a constant level of destruction and combat in which all levels of society, economy and politics were focused primarily on the war effort. The war on terror continues whilst people in the US can still worry about whether Brittany Spears has grown her hair back or not. So there is no war culture, society or economy currently in existence with the war on terror. It's a small and refined level of conflict that the vast majority of people have little to no involvment in. As for the conquests, the military aspect of the war on terror was over pretty quickly in Afghanistan... not Iraq, but then Iraq had nothing to do with the war on terror, accept make the enemy more stronger of course... Osama was cheering the day Bush took out Saddam, because he'd succeeded where Osama had failed countless numbers of times. Is it any wonder why so many Americans are now being killed in Iraq? Like really...? DUH! Or shall I say DUHbya...lol. But back to the question at hand, while the "war" continues... whilst it's obvious that Osama's bunch are all quite good at improvising and using covert hit and run tactics. They do so because they can't fight a conventional war against the US, or simply because they aren't strong enough to be able to conduct large scale offensive operations. Nazi Germany was able to fight a war on three seperate fronts against four major world powers (France, England, USSR and USA) and even then it took six years to beat them (three for the American's once they had the war pushed onto them by Japan).

William S Lind, explains much better than me I tried to give an idea but ckeck out the links.
The Germans lost world war I and the lessons learned from that loss led to the move away from attrition warfare (2nd generation) toward maneuver warfare (3rd generation).
Maneuver warfare has been around about 70 years, yet it's only been adopted as doctrine in the USMC since the 90's.
Example: #'s of troops for Iraq, the people who support lower numbers of highly mobile forces support maneuver warfare (3rd generation), while those who argue that there should have been higher numbers of forces subscribe to the Powell/Weinberger doctrine (2nd generation).
Terrorism alone is not fourth generation warfare. Non state aggressors, unconventional forces using unconventional tactics, propaganda, media manipulation etc, etc, may be the 4th generation of warfare the we have to deal with, and we are still arguing about fighting wars using 2nd generation tactics over using third.

hmm...
something about the Nazi party seems more dangerous because somehow, Hitler's ideaologies seeped into the consciousness of a nation.
Yet we have to accept young boys are being trained to be suicidal killers under jihad.
I have a hard time crediting terrorists as having strength. i would say they are weak but mad and dangerous.
I think a better way to rephrase your question would replace "stronger" with "as dangerous or more dangerous."

No they're not stronger, but unlike Nazi Germany which tried to fight America, France, UK, and the Soviet out in the open, the terrorists are using guerilla tactics. They are letting our firepower destroy places where they aren't and then they sneak in, destroy a fuel dump or ammunition's stores and flee. In the few incidents where we've caught terrorists in the open, they've ended up dead rather quickly.
