I thought the quince (fifteen) would go after ano (year), because I thought the adjectives describing the noun follow it. Can someone explain?

If I wanted had been sleeping--the pluperfect continuous form--wouldn't I put había estado instead of ha estado? I thought ha was have.

Alessand gave you a good explanation about the quince/años doubt you have.
I would translate your sentences as follows:

1. What time is it? = ¿Què hora es?
2: When should we leave? = ¿A què hora deberìamos irnos?
3. Jacob is fifteen years old. =Jacob tiene quince años.
4. Leah is running to the first goal. = Leah està corriendo hacia el primer gol.
5. Will you be swimming tomorrow? = ¿Estaràs nadando mañana?
6. She has been reading her entire life. = Ella ha estado leyendo toda su vida (or, 'su vida entera.)
7. He had been sleeping for too long. = Èl habìa estado durmiendo demasiado (tiempo.)
8. Peter was washing the meat. = Peter estaba lavando la carne.

1. ¿Qué hora es?
2. ¿Cuándo nos deberíamos ir?
3. Jacob tiene 15 años.*
4. Leah está corriendo hacia la primera meta.
5. ¿Vas a nadar mañana?
6. Ella ha leído toda su vida.
7. El ha estado durmiendo por demasiado tiempo.
8. Peter estaba lavando la carne.

* The number fifteen doesn't go after the noun "años" because the number is a noun too, it's not an adjective that describes the noun "años", it just states how old he is...
Besides, many times in Spanish you find the adjective before the noun. Our language allows for it. You can say "¡Qué linda casa! (what a beautiful house!), "una blanca paloma" (a white dove), etc... There's not a rule that says that the adjective has to go before the noun, it's just more common.
