You can go into shock, but most likely would be mental shock. That would be where a person who has been shot, assumes they will die and proceeds to do so. Physical shock could also happen if a major artery was damaged and you could aslo die. A combination could aslo happen. There are major arteries in the groin and penis and femoral artery is also there and could cause a bleed out in short order.
Been around for a few of these incidents but not personally involved. 6 shots to the groin by disgruntled girlfriend when she found out boyfriend had sexually abused her daughter. He lived, but I am sure when he urinated, it was similar to a garden sprinkler.

I dunno it depends. If you get shot in the general groin area with a .22lr round it would definitely hurt, but it's not likely to stop that person at the scene.
Maybe if he gets hit right in the testes he'll hit the floor fast, but .22lr isn't a manstopper.
But you can certainly die as a result of further complications.
There is no set outcome for getting shot in X place. It depends on a number of factors. You can be shot in the head with a .22lr and if it makes it through the skull you'll die instantly. But you could get hit and if it doesn't penetrate the skull it might feel like you got smoked with a baseball bat in the skull, but no major damage.

My father was in Vietnam. While walking in the jungle, another AirBorne in front of him tripped a grenade in a tin can. While pushing his intestines back into his body (obviously in shock) the Vietcong went through and shot all the survivors. Thinking he was dying, they shot 2 round betwenn his legs. One missed, the other penetrating his femoral artery. He said after watching the blood shoot from about 10 ft to about 4 ft, he passed out. He woke up in a hospital in Japan. He now has no feeling in his right arm, one kidney, one lung, no small intestines and shrapnal located all over his body. Yet, he still came home to teach hand to hand combat to the special forces for 6 years.

It all depends.
A few months ago, I saw a patient in the emergency department. He was a victim of a drive-by shooting.
The bullet entered the front of his right thigh, and exited out of the inner thigh, entered the top of the scrotum and exited out the bottom of the scrotum, and lodged itself deep in the left thigh. It was a 9mm round.
Amazingly, the bullet missed all of the major blood vessels of the groin AND missed both testicles.
He remained conscious the entire time.
I call that guy The Luckiest Brother in the Hood.

it depends on the exact nature of the injury. The pelvic area is very vascular and there would likely be blood loss. Depending of the damage cause, reconstructive surgery might be needed. Infection is always a threat....there are many situations that dependon the exact injury.

well i doubt that the guys gonna get a whole lot of action. we would probably have to call him a cripple, and give him a little blue handi-cap card to hang on his rear-veiw mirror.
