these answers are all wrong. full muscle recovery takes aproximately 2-3 minutes. full neural recovery takes 4-7 minutes. if you are powerlifting and/ or working with max poundages near your 1 rep max, you need at least 3 minutes rest to be able to move max weight. if you are training for muscle volume and working with 8-12 reps per set, then 30 seconds to 2 minutes in between sets will suffice.

recovery is the most important part of weight lifting. the more time you give your muscles to recover the better results you will get. this is because when you lift you break down muscle fibers but they can not begin to regrow until you give them 48 hours rest -- this is when they repair themselves and thus build themselves bigger and stronger to keep up with your weight training. however rest between reps is a little different and it depends on what effect you are trying to achieve. since you are using heavy weights i assume you are going for muscle bulk rather than muscle endurance. if this is the case i would stick with 20seconds.

When maxing out, you should wait till your are recovered from the previous set, but that depends how often you max out, either once month to see improvements or weekly as a routine workout.
