Either he's stuck in what he thinks a wedding has to be, or he's got other reasons for putting it off. Go check out the brides/wedding section at a big bookstore - there are usually several 'weddings for less' books about how to have a meaningful wedding on a budget. And he should know that getting married is about being married, not about a wedding. The wedding is just one day out of your entire lifetime as a married couple. You could even have a small church wedding if he's stuck on doing that, and just invite close family members - just because the church can seat 500 does not mean you have to fill the seats. If it's about money, then plan a budget, find affordable options and set a timetable and stick to it. If it's not just about the money, you've got to figure out why else he's stalling.

No that's completely appropriate and many military couples do the same. Technically they'll call it a blessing of the marriage since you're already married but it's still a wedding with vows and all. Good luck and have a beautiful wedding.

Go for it, it's a lot of fun. We had to get married by the courthouse first in Germany (by law) and we went for a church wedding afterwards with everybody invited. I found it took some of the nervousness away - we were already married and loving it.
Congratulations and enjoy!

I perform civil wedding for a living. Most people that come to me do have a larger church wedding later. In fact, a lot of the local ministers send people to me first as for some reason they want the civil ceremony performed first. I guess they dont want to have to deal with the paperwork.

In Venezuela, you have to get a civil marriage before you can marry at church. Almost every body marries first at the court and several weeks later at church, and that is when they held the big party.
Go ahead, have the marriage that you dream and enjoy.

Michelle, definitely have the wedding you want! I am sure that your family will be happy to celebrate with you - one your wedding and two - that he is home and your life together is beginning.

That would be fine. It would be a "renewal of vows" wedding :)
Congrats!
