It is not necessarily an illegal copy of Windows.
But everyone is going to pounce on you and tell you that anyway.
It just means that your installation of Windows did not pass the Microsoft "genuine advantage" scrutiny.
It happens a lot more often than most Windows users think that it does and it can happen for many different reasons.
You will need to call Microsoft and talk to their "genuine advantage support team" it is going to be a very agonizing and frustrating experience something that I wouldn't wish on anyone and you will find out the reason why when you have to call them.
Which is why I switched to Linux years ago, HeHeHe!!!

I have a neighbor who had the same problem... I forget where she found the fix, but it involved "uninstalling" some routine in Windows, and the routine name was wga.exe (it automatically comes up at startup, and the wga stands for Windows Get Authentic). But for instructions on how to uninstall it, she really had to dig around on Microsoft's knowledge base...Good luck!

Microsoft started a program called Windows Genuine advantage. You should be able to download the validation program from their website. Without it, you cannot download patches and upgrades.

That means your copy of Windows is not legitimate - an illegal copy. Only solution is to buy a good copy of the OS. If you are sure yours is, call MS to get them to fix your validation key.
