Well for one, the CIA is surely one of the most evil of organizations left in the world. A throwback from the days of the cold war when it had it's arch nemisis the KGB and to a lesser extent the GRU. The CIA has had it's hand in more dirty plans, assassination plots, puppet governments and general underhandedness than I can shake a stick at! At least the equally evil KGB and GRU no longer exist, but alas the world is still stuck with the CIA. They've been involved in Iran-Contra, the silly invasion of Grenade, Panama, Nicarauga and El Salvador, Vietnam and subsequently Iraq. It's mind boggling that people actually still listen to and accept what they say without question! Military operations aside, they've been linked with numerous human rights cases where prisoners have been tortured in violation of US laws and generally have a rather cavalier attitude in that whatever they do is justified to protect the American way of life. As for the whole price tag you refer too. The US has ever since the collapse of the Soviet Union been seeking a "reason" to justify the huge expenditures on it's military arsenal. The current war on terror is a valid excuse, but it still makes you wonder what use ballistic missile subs have in the war on terror as one example. But you are quite correct that whilst the US is quite happy to spend billions on weapon systems to destroy lives, they absolutely refuse to spend such funds on more humanitarian efforts such as ending homelessness, hunger, poverty and racial/class discrimination within their own borders.

Terrorism is a tactic that, depending on how you define, has been used for centuries, possibly for as long as there have been organized bands of human beings. Instilling fear is an efficient way to get people to do what you want - something a revolutionary gaurdsman would know, I'd think.

It is true that some of the same Mujahadin who recieved American aid in fighting the Russians in Afghanistan, went on to become part of Al Qaeda. That doesn't mean that America 'created' them, merely that, for a time, the interests of the two groups coincided.
