If this rest of your body is thin, it's probably just your mind that thinks your legs are fat, because media makes everyone think that the perfect legs are stick thin. I get really sick of my friends complaining about having fat legs, when I know my legs are 954355923580935 times bigger than theirs.

quick fix: self tanner gives the illusion of longer leaner limbs. Also, don't go too short with the dress/shorts. Show some leg, but not too much
long term fix: toning exercises and sticking with it ( I need to take my own advice here :) )

Everyday do splits. Kick ur legs into the air as high as u can. Get into kickboxing is recommended.

Wear bermudas. Your legs probably aren't that "fat". It might be muscle, I know a lot of girls at my school have muscular legs. (Well not like "manly man muscular" but girly muscular)

Pilates will tone your legs up in no time. Try wearing heels a lot so you can start building you your calves.

stretch your legs every day. leglifts; squats; and lying on your back and lifting weights with your legs should help. good luck!! =)
