It depends on the flight and the type of crash, but often times the flight number is retired and they don't use it again. United doesn't use Flight 93 anymore, for example. Most airlines don't use 103 as a flight number (Pan Am crash over Lockerbie, Scotland) or 800 (as in TWA Flight 800).

That is up to the individual airline, there is no regulation that covers that topic.

Although most airlines retire the flight numbers after a crash because a lot of passengers are superstitious when it comes to flying.

Thus a lot of aircraft have no row 13, nor at a lot of airports is there a gate #13.
