It is a matter if state law. Here in California, every applicant for an original California identification (ID) card and driver license must show verification of birth date and "proof of legal presence within the United States".
"Proof of legal presence" can include a Permanent Resident Card, so you do not need to be an American citizen to have a California driver's license.

No, you are eligible for a driver's license even if you are a legal or permanent resident. I'm not a citizen, but yet I enjoy the license.

No, you don't have to be a citizen, being a resident is enough. Licenses are pretty much standarized, there even exist an international license you can use in most countries without problem.

No you don't have to be a citizen. Usually it is the original copy of proof of identity, proof of legal presence, SSN, & proof of residence in that state. Some variations to this though.**

Citizen no, in possession of a legal SSN yes and in some states you need to be a legal resident. So even having a work visa is enough

Depends on where you live...I am thankful that the laws changed in here California..... Illegals don't deserve the privilege to drive if you ask me.... Become a citizen or go home!

Unfortunately, no. But it should be a requirement. If your friend can not speak English, how can he or she communicate with law enforcement and emergency responders? How can he or she understand all the road signs?
