Yes... usually anything above 0.4 is considered fatal for 50% of the people that ever get it that high.

But according to wikipedia... someone has survived with a bac of 0.914. Wow! Must have had a lifetime of practice. Scary!

I don't know about the dead part, but a blood alcohol level of 0.08 means you are driving-impared. I'd say you'd be in pretty bad shape, though. Perhaps your friend is thinking that you mean if he had 100 percent alcohol he wouldn't have any blood, which couldn't be true.

It is measured either as a percentage by mass, by mass per volume, or a combination. For example, a BAC of 0.20% can mean 2 grams of alcohol per 1000 grams of an individual's blood, or it can mean 0.2 grams of alcohol per 100 millilitres of blood. In many countries, the BAC is measured and reported as grams of alcohol per 1000 millilitres (1 litre) of blood (g/1000 mL).

Depends on where you are.

yes, that is right. You are legally drunk at .08 which is less than 1% so 1.0 would be impossible. Most people would be dead at .4

You would definitely be dead at that point.
