Catholics believe suicide when committed in full knowledge and deliberate consent is a complete turning away from God (a mortal sin) and will send a person to hell.
There are 3 conditions of a mortal sin: grave matter, full knowledge, and deliberate consent.
While suicide (or any kind of murder) is always a grave matter, people who commit suicide may not always have full knowledge of what they're doing. Drugs can definitely impair one's thinking, as can other things, such as diseases, intense pain, or anguish.
Therefore, suicide is not automatically treated as a mortal sin.
We are commanded by Christ not to judge others so we leave final judgment to God who alone knows each person's heart.
Therefore people who have committed suicide are usually permitted to be buried in Catholic cemeteries.

Normally the will allow it,
But it is held that Suicide is a Sin and therefore would indicate that the soul will not make it to heaven.
There are theories that mental illness or other mental issues could have driven the act, and we are not to judge the souls of others, so I think as long as the person was a Catholic, and in good standing, they would have the funeral.
I would ask a Priest, if one denies it, check with another.

In the past, people who committed suicide were not buried in the Catholic Church. Now the Church realizes that suicide is often a choice by people who are suffering from mental illness and thus are not responsible for their actions.
They may now be buried from the Catholic Church with the Funeral Liturgy and all of the prayers which are said for any one else.

A person who I knew that killed a girl and them himself was goiven a Catholic burial in a Catholic cemetary. I don't think that they should have done that, though. They just should have thrown his body into the ocean or something.

People that commit suicide are not premitted proper Catholic burial because in the eyes of the Church they did not repent that sin.
