Go to "Filter",secondly, go to Blur and click the mouse,you would see many types of "Blur More","Gaussian Blur",etc. If you wanted Fade image then go to same "Filter",then go to "Distort",and click the mouse,you would see "Diffuse Glow",you must change "Clear Amount" to number 2 or number 3,which you could see the a fade effect.

Under Filters > Blur > Gaussian Blur > Play with the amount of blur to your liking. Thats it for giving a picture a blur.
If you want to fade something, try messing with the Opacity in the Layers window.

Under FILTERS are several blur options... Fade... try playing with the Brightness/Contrast controls...
