Can you recommend a good Photo editing effect program? Is there something that can help add cartoonish effects or the Andy Warhol effect? Or is it basically adjusting the properties ( color, density, etc) of the photo? Thanks for any information

Adobe Photoshop is the best for that and for other reasons.

The Andy Warhol effect is an outstanding application for adding Pop-Art effects to your digital photos.
You can download a freeware that allows you to give the effect. The link is given below.

Photoshop CS. It is great, my husband and I use it al the time. You have many different options to enhance your photos. But we do suggest you go out and buy the book to help you.

Kodak has a free photoediting software that you can download.
It has a cartoon option and a few other fun things to play around with.
