Some new folks moved upstairs in the apartment over us. Since then, we regularly find them peeking out windows whenever we pull up, opening the door and peeking out, and so on. We just had some new furniture delivered and they watched the delivery man until he brought in the last piece of furniture! we used to ignore it, but it kind of creeps us out, becuase when you see them out, they are not friendly and will not speak. We have had a lot of break-ins in the complex too, could they be scoping the place? How should they be handled?

Make comments about "They're staring at us again... Is there something hanging out of my clothes?" to whoever is walking into the house with you.
I did actually have a neighbor do this, and I was walking in with my (then) 5 year old daughter, I pointed at the person and told my daughter (loudly) "See, Marti, that's what I mean about peeking and staring at people being rude. It makes you look weird when you peek like that."
It was the last time that neighbor ever made the mistake of letting me see her peeping at me.

because it is just too funny... people pretending they can stand without God (the life giver). or people who think they ARE God. He has the right to take life after creating it, and He has every right to laugh as He does it. are you going to rebuke God? are you going to convince Him He is wrong to do something? what is wrong with humanity? the only time we ever laugh is when we're insulting each other or our God. I would turn and face them and flat out ask "Is there something I can help you with?". If they say no, start an annoyingly friendly conversation about weather, kids, etc. They'll get the point that you're paying attention... maybe mention that you have a security system being installed later that day... or your large german shepherd puppy...

well call the police and mention these people are acting suspicious and that you have had several break ins in your complex and aren't sure but think these people are worth looking into aka a suspect for the police! btw call in anonymous all the neighbors will know is someone in the apartment called it in!

I had a neighbor like that. She died about 15 years ago. I miss her. She watched the neighborhood and watched out for the kids. Say Hi! when you see them.

How would I handle it? Well I would do a bunch of crazy crap to make them think I'm crazy! Then I would make them think I perform crazy rituals to scare them off. And evenn if that doesn't work, it's still funny!

It's not illegal to look. They sound like really common bored people with no life. They Sound like country bumpkins.

keep an eye on them, you never know if theyre trying to find the right time to break in.

Start talking to them every time you see them. Try to start a friendly conversation. They will likely start keeping to themselves just to avoid talking to you!

try talking to them when you see them peeking @ you ... either they'll lighten up, or at least they'll know that you're watching them, too
