How successful are prevantion programs that are not eleminating underage alcohol use?

You will never eliminate underage drinking, that is why they are prevention programs because they prevent some kids from drinking. What needs to be done it freedom of expression and thought need to be encouraged more instead of people harping on the young people need to encourage their growth and freedom of expression then they will have a target and a goal not just getting drunk.
