DVD Labs Pro is the best.
U need to first setup the movie in the order u want using Adobe Premiere 7.0 Pro(that's the best in it's class), then export it out using MPEG encoder, then load it into DVD Labs. U'll get high quality output.
Another good one is Nero7Premium, here also u can output it using Nero digital encoder( that is movie editing), but i prefer burning the DVD using DVD Labs again.

I have looked for a long time and have not found a good free program to do this. But, I did find Diko...it's cheap ($25 when I bought it) and works very well. You can even create your own menus and whatnot.

If those are ISO images, use ImgBurn. Free and good.
