When you say no to him, don't back down. FOR ANYTHING! Let him scream and cry until he's done. I know it sucks but he will have more self control in the end. When he is done with his tantrum, hug and kiss him. Encourage him to stop and think about things so he can express how he is feeling. Most of the tantrums are from frustration. But don't forget he is 2 and a half and this is the age for the tantrums. My daughter is slowly learning to calm herself and her tantrums are getting better slowly but surely. We count to three and then help her when she is getting frustrated. She doesn't always like it, but it stops a meltdown. And if it's a matter of not getting something she wants that we don't want her to have (cookie before dinner) we just don't give in. She'll be mad as hell, but she gets over it.
Also try to improvise with him. For instance if he can't have a cookie, ask him if he'd rather instead have a crakcer or a piece of cheese for a snack. At the store if he's freaking out because he wants a new toy, don't always give in. But once in a while before you get to the store tell him he can pick out a new toy or some reward so he doesn't always feel defeated.

if you say no mean it and don't give in. firm but gentle. if you don't do it now, when he's older there'll be no living with him.
