There are several such names. The most common one means small or young. It is spelled shao also, as in Shaolin=small forest was a Buddhist temple where martial arts were invented supposedly by Bhodidarma. My japanese lover has it in her name, but they say it o, ko or sho.

It means "small". My wife once had a piano student
named Xiao Xiao. We found out that her name

If it's chinese, it will also depend on the tonal pronouciation of the work. Different tonal pronouniciation means a different word, and even with the same tonal pronounciation, if the character is differnt, it can be another word.
Some samples of meaning can be: small, dawn, filial piety etc.

If it's Mandarin, It means small. If it's Fujianese it means flirt.
