Circumcision for women is a big problem in Africa and it is mutilation, but I don't think it it is a Muslim practice. There are movements to stop this practice. One country, forget which one just outlawed it. Even with the law, it will take years for the tradition to die away. The circumcision of women is done to lower or get rid of their sexual desire. Thus it is done because of the insecurity of men (men who are afraid their wives will cheat on them if they enjoy sex) and has nothing to do with health issues. Education will solve the problem more than laws, though both are probably needed. But national laws, not universal laws. Who would police a universal law?
What is the difference between Muslim men or Western men getting cicumcised? That does not seem to fall under mutilation since it is done for health reasons.

Jesus got circumcised. According to WHO, Circumcised men are up to 60% less likely to get HIV, and now the World Health Organization and the UN AIDS program recommend adult surgery to slow the AIDS pandemic.
I don't know how, I ain't a doctor; but that's what the report says. Stop em now.

Wrong. Male Islamic yes, female is not Islamic. Male circumcision is hygienic and proved to prevent the transmission of serious diseases like AIDS, right.

I remember when pres bush stated that the Muslim women where made to wear masks and where forced by men to have their genitals cut off.
What a bunch of crap.
I guess the Catholic priests are forced to wear those silly hats and men in the U.S are forced to have their foreskin removed.
It is shameful that the U.S is so mindless as to believe these lies.

That "universal law" would have to include body "piercings, tattoos, cutting of hair and nails, cosmetic surgery, the removal of tumors (and most any surgery that includes cutting of the body) and anything that "alters" the natural growth structure of humans....Think universally when speaking of a universal law.

It may be a form of mutilation to us, but not to those who believe in it.
You can't expect people who do believe in it to change, any more than if you expect religious people to become atheist.
