I was just there on vacation and got the whole truth and nothing but the truth.
The tower has leaned because of weak sub soils along one side of the tower foundation. When that began building it in the 1300s, it began to lean immediately and tried to correct the leaning with tilting exterior columns away from the direction of lean.
Contrary to previous postings, the leaning has stabilizied after a consortium of geotechnical engineers from around the world came up ingenious methods of soil solidification using liquid nirtrogen and other means.
And by the way, I am of Italian descent so that previous crack about Italians is uncalled for. When you see the majesty of Italian renassiance art and architecture and buildings, you will be awe struck and ashamed for your slur.

When they built it they found out that one half of the structure was being built on muddy soil, hece to counter it they used heavy slabs4 flooring on one side and lighter slabs on the other but it started leaning towards the other side. They left it as such at thus it became a wonder. it is still leaning and my even fall down one day.

Basically, because it was built by italians.
Substrate (soil etc) wasn't prepared before building the tower. Differential compaction of the substrate beneath the tower has since caused it to lean, although apparently it is relatively stable now

Becoz,centre of gravity .(in other words force acting at the centre of gravity of the tower and axis of the building have some angle between them.hence the resultant force on the building makes it lean.

The soil and foundation under the tower is very soft and unstable. Several attempts at shoring up the tower and strenghtening the soil underneath the tower have failed.
