It probably needs a good tuneup. I would recommend the following.
New spark plugs
Ignition wires
Distributor cap and rotor
These are the least expensive items to start with. There could be many other problems, but this is a place to start.

This sounds to be a solenoid. I had one go out on my 1998 a few years back and it would start every now and then but had to jump it off at the solenoid. If it will not start try to jump it off solenoid. If it still will not turn over it will be the starter. But a starter dead spot should not effect it this way.

clean all of you battery cable connections at the battery and I would also follow the ground cable down to the block and at least loosen it, wiggle it around a bit and then re-secure it. have your battery tested also. if you have those cheesy clamp on replacement cable ends, get rid of them and replace the cables.
