All you can do is call the apartment manager/management to complain and get the police involved also. Excessive noise, public nudity if outside, nuisance are all charges that can be brought against them. Gather evidence by video recording, and other neighbors statements. Get public works to put a speed reading machine on the roadway. Those have cameras within them, and snap photos of the cars traveling higher than the posted speed limit. Which is usually 25mph in a neighborhood. If you call police to get involved, ask for supervisor on duty. Dispatchers can or will misinform you to the laws and what can be done. The supervisor or even an officer will have the proper information for you. Ask them if it continues even after the complaint(s), can they after 30 days go to the owners/manager/management of the apartment and have the tenants evicted? I know that's what we can request in our state. If they are renting it can be done. If they are buying it's a little more difficult.

get a copy of the bylaws for your area and post them on their door. if the noise doesnt persist then call the police. i know in b.c. that the bylaw is quiet after 11:00 which is reasonable i think and if the cops have to make a trip to the neighbours then they will get a fine for noise violation. in some cases i have heard of stereos and speakers being confiscated for a month. anyways as for the nudity you rchild has been subjected to maybe contact their landlord about curtains or blinds for their windows. if they insist on keeping the blinds open maybe go over and tell them that your daughter has seen them half naked and if they would please close their blinds. next time they are partying take down liscence plate numbers and call the police with the liscence plate numbers as they are pulling away froom the curb.

I am assuming that you don't want to disturb the peace? Is it possible to talk them? If they seem like they are unreasonable people (which it sounds like), I'd be calling the police.
Another tactic is to write a polite and anonymous letter voicing your concerns. Don't rant and rave about every issue, just the key problems: loud music, parties and tyres.

It sounds like moving is your only option. You can't usually change a group of people unless they are actually breaking the law, and even then it is difficult. If it is now generally a mediocre neighborhood, the chances are it will get worse.

You can ONLY do something if they are loud during the apartments "quiet hours". Other than that you have to just ignore it.
