Maybe she wants you too be more aggresive and wants you to earn your blood wings. Try going down on her to show her that you are dedicated even if she has some blood coming out. Plus period sex is great because you have low chance of knocking her up. Hell tell her that you'll even do the laundry after words. If she then refuses to have sex with you, then she's probably getting it from someone else.

maybe she just doesnt want to have sex but she feels that is she doesnt have a reason not to have sex with you then you will be upset. trust me i know this. but maybe she realy is on her period. a girl gets her period ever 28 days. so count 28 days and just dont initiate sex a week before or a week after, and any other time if you do and she says shes on her period then you know shes just saying it so just ask her why is she always on her period? maybe tell her your worried about her and you want her to see a doctor and insist it, u know sometimes it makes us feel bad when we lie and then our guy gets worried and she will tell you the truth, but i think maybe you should just ask her.? good luck to ya

maybe she doesn't want to have sex with you and is trying to "ease the hammer blow." If this is the case, I find it particularly disrespectful. If she thinks you can't handle her saying an outright "No" then she obviously doesn't have much respect for your maturity.
If you're sure she's lying (easy to tell, keep track of her periods or something) then turn the tables -- whenever she's about to ask for something, tell her you're on your period and you shouldn't (buy her that thing/take her someplace/etc.)
If she's just not horny, then ask her what makes her horny. If she doesn't think you're attractive then dump her and move on. If she's scared then make it comfortable.

I've actually done that to guy I was with before and know a couple of girls that do that often. In most cases the sex is boring, maybe try spicing it up a bit. She could be uncomfortable with her body. Or you could be having sex to much...some girls don't like to have sex become like a chore, make it unexpected and exciting.
