Cover letter regarding what?
If it's an application for work, put in the position you are interested in, a brief summary of your qualifications and your availability for an interview. Then attach your resume.
If it's for something else, briefly state your intent on the letter and attach whatever supporting document you may have.

A Cover Letter is generally prepared to very simply accompany an assortment of attachments. So all it really needs is:

Date (and perhaps time if pertinent):
From:
To:
Subject:
And then a brief description or explanation of the attachments.
