Many people have a misconception of what Heaven is truly like. Revelation chapters 21-22 give us a detailed picture of the New Heavens and the New Earth. After the end times, the current Heavens and Earth will be done away with and replaced by the New Heavens and New Earth. The eternal dwelling place of believers will be the New Earth. The New Earth is the “Heaven” on which we will spend eternity. It is the New Earth on which the New Jerusalem, the heavenly city, will reside. It is on the New Earth were the pearly gates and streets of gold will be.
Heaven – the New Earth – is a physical place on which we will dwell with glorified physical bodies (see 1 Corinthians 15:35-58). The concept that Heaven is “in the clouds” is unbiblical. The concept that we will be “spirits floating around in Heaven” is unbiblical. The Heaven that believers will experience will be a new and perfect planet on which we will dwell. The New Earth will be free from sin, evil, sickness, suffering, and death. It will likely be very similar to our current Earth, or perhaps even a re-creation of our current earth – but without the curse of sin.
What about the New Heavens? It is important to remember that in the ancient mind, "heavens" referred to the skies and outer space, as well as the realm in which God dwells. So, when Revelation 21:1 refers to the New Heavens, it is likely indicating that the entire universe will be created, a New Earth, new skies, a new outer space. It seems as if God's "Heaven" will be recreated as well, to give everything in the universe a "fresh start" whether physical or spiritual. Will we have access to the New Heavens in eternity? Possibly...but we will have to wait to find out! May we all allow God’s Word to shape our understanding of Heaven!

Well, according to the Scriptures:
The new heaven would be the new ruling class with the heavenly hope, plus Jesus Christ. These have a limited number which flies in the face of what 99% of the churches teach.
The new Earth is a new earthly society which is being gathered our of all nations right now. Those who submit to the rules of this Kingdom as outlined in the Scriptures.
“This is what the Sovereign Lord Jehovah [××××, YHWH] has said: ‘. . . Here I am creating new heavens and a new earth; and the former things will not be called to mind, neither will they come up into the heart.”—Isaiah 65:13, 17
"But there are new heavens and a new earth that we are awaiting according to his promise, and in these righteousness is to dwell." -2 Peter 3:13.
"For this is what Jehovah has said, the Creator of the heavens, He the [true] God, the Former of the earth and the Maker of it, He the One who firmly established it, who did not create it simply for nothing, who formed it even to be inhabited: “I am Jehovah, and there is no one else"

The new heaven and new heaven is a metaphoric speaking of the re-organization of governments ruling on earth and heaven. Yes there is a whole other world that we only know of from the bible. Through this government rule, which was the original design put forth for Adam & Eve and their descendants. But as we know Adam & Eve royally screwed that plan up.
So by way of the will of God and the devotion of Jesus Christ, we have been granted the opportunity to partake of this new heaven & new earthly organizational rules through our truth, faith, and cooperation with Gods will.
And all of those are listed in the Bible for one and all to learn and observe. However you have certain men here on earth that twist and conform Gods word to fit their teachings. But whatever your taught think does it fit in with the teachings of the bible and gods original purpose...

It is still this same planet.
However, God is going to do a make-over, recycle or a renovation of the earth, human beings, animals, skies and universe. God is going to purify the earth and take away the miasma call sin.
For example: When someone goes to do a make-over--- they change their clothes, hair, and even try to change their attitude but they are still the same person---- except with a brand new wow! look. God will make all things new.

This refers to new government both in heaven and on earth. Remember, that the earth will never be destroyed literally--just cleaned up as it was in Noah's day.
