It is milk that has the lactose enzymes either removed or reduced. People with a lactose intolerance have a reaction because of the enzymes. When the enzymes are reduced to harmless levels or removed, then it is safe for consumption.

It's milk treated so the lactose is broken down & easier to digest or the lactose is removed.

The problem for lactose intolerant people is that they lack the enzymes to digest it.
