Probably.
You would have to consult the artist in question, but likely they will look at it, wand some time to copy it (make you an appointment to come back in a few days/weeks), and resize it to fit your body.
Some pictures, especially paintings, just don't transfer to tattoo's very well, so be prepared for disapointment, just in case.
Hopefully, they'll tell you it'll work fine, and you'll be getting inked in no time!

Overall it depends on the piece of art and the tattoo artist. Any decent tattoo artist can sketch a tattoo based on images, artwork or other drawings. However, some tattoo artists are unwilling to copy the artwork of others.
It shouldn't be a problem for a willing tattoo artist to scale an image to the size that would look good on your shoulder.

ofcourse it is just a matter of finding a artist with the style of drawing you prefer some a cartoony and others are more realstic, i'd ask to look at profiles if they have them on hand before i had a specific person draw it up for you

i'm in Love with van Gogh and Rockwell. indexed here are my reasons: van Gogh i admire the portray Starry Nigth too! yet i theory it replaced into painted via Monet. Oh nicely. Rockwell is astounding, he captures each little component approximately life interior the stable ol' days. each expression and scene, each stroke and each line of his artwork, each photograph captivates me. i admire the portray of the little female, her doll and the wellness care provider, and the wellness care provider listeining to the doll's "heartbeat". it is so wonderful, yet all of his artwork look reasonable.

Not all pictures can be tattoos.
Talk to your artist. Each artist
has their own limitations.

it depends on how talented your artist is. i wouldn't trust just anybody to be able to pull off canvas art on skin. be sure you know who you are going to.
