Dry. Split ends will stick out & be easier to spot.

Section your hair while it is dry. Twist each section & trim the split ends that stick out w/ small scissors. (ex. cuticle or baby scissors)

Hair dressers usually cut hair while it is wet because that is the best way to comb out the hair & see the lines one is cutting.

It's easier to cut hair when it's wet but it will turn out more even if you do it when it's dry since individual hair shafts shrink at diferent lengths when drying. Just make sure if you cut it when it's wet that you never use a bore bristle brush. They are the black or tan bristles that are very close together and really do a number on your cuticle if you brush with it wet. They are designed for making your hair shiny and give people horrible split ends without realizing it.

it is better to trim split ends when wet. It gives a more accurate cut. Cutting it dry can result in jagged ends. Getting split ends off is good, regardless.

I am a hairdresser, i always cut hair when it is wet gives it a better look and texture. When u cut hair that is dry if your sissors are slightly blunt it damages the hair and makes the split ends worse. :)

It's better to trim the split ends while your hair is wet and its best to do it at a profectional hair dresser.

wet. You have better control of the hair. It's also less likely you'll mess up the length...and btw why are you cutting your own hair? Go to the salon!
