It can be both. The Wikipedia article linked in another post fails to mention that jumping the broom can be an integral part of the Neo-Pagan ceremony known as handfasting.

It is cultural. When I perform handfastings the couple jumps a sword to cut ties to the past and then jump the broom to sweep those ties away.

To my knowledge, the tradition started during slavery. Back then, slaves couldn't legally get married and their owners could sell them at any time. So they made up a ceremony to show their intentions.
