Have you tried citrus scent or scattered orange peels? Just a thought.

Cats are like that -- they have a bad experience once and that's it. That is a fairly common litter box problem, being ambushed, and it's a main reason for cats to avoid their litter box. Be glad he asks to go out instead of going on your bed! He needs to have a litter box in a location where he can feel safe. Corners are bad because he could get cornered by the other cat. Covered litter boxes are the worst because cats worry they'll be ambushed as they exit. Once you find The Perfect Location, he needs to have several successful peeing/pooping events during which he was NOT ambushed. The logistics of all of this and then following through with the plan are all up to you, but you can make this work.

Trap the cats and send them to the humane society. End of story. Sorry, but the cats feces can pose a health risk to children and pregnant women. Warn colony manager in certified letter form.

Have you ever considered getting a large outdoor dog? You can also trap and neuter/spay the colony so that it doesn't get bigger. But the only way to have them stop is to scare off the cats (dog) or remove their presence. Good luck.

Can you please explain how it is a "managed cat colony"? That would help us answer your question perhaps.
Perhaps rocks would be better than woodchips as a ground cover.

cats are territorial so relocating will just move another group of cats in. how about trap, neuter and release so that the group will fade out eventually.

you could try using humaine traps and once you have caught them all then you can take them to your local animal shelter, to ensure that they get a good home. or animal control could help you too.
